I just spent an hour on the phone with my local B&N manager, and in looking the (new) fine print, it now looks as if a book can be loaded on only one device at a time, to comply with Digital Rights laws. He's checking for me, as I read to him your email verbatum, and will get back to me. He thinks the change is very new.

They put me in touch with a Customer Relations Rep from the store closest to me.

By the end of the day the rep had called me, sent me a quote and application for setting up an account so that I can use a purchase order.  Very easy!

I was told that if you have less than six devices, they can be bundled under one account and the books downloaded to each one.
