San Jose State University has a fabulous School of Library Science that is completely online and has student from all over the country getting their library teacher certification for their state.  Maryann Harlan ensures that ensures that the program meets the standards for all the states of her students (she is in charge of the teacher certification program) and since CA standards are so high it isn't hard.  When I moved from CA to MA 2 years ago I got my professional level library certification in MA with no questions.  
I've taken several online course and SJSU's were hands down far superior to any others (and they have won awards for their professors and program).  David Loertscher is there!
