Actually, our district never actually had to purchase anything.  We worked with LucidPress to link the products (both LucidPress and LucidChart) to our Google Apps For Education domain through the Google Admin Console. Talk to whomever is in charge of your Google Admin Console. Get them to work with LucidPress and LucidChart to link those apps to your GAFE account. Also have them require that anyone from your district who uses those products has to sign in with their district GAFE account. Things get messy when some teachers start using LucidPress and LucidChart with their Google credentials without using the button "Login with Google".

Check out Lucidpress.  It works a lot like MS Publisher and has several brochure templates for both print and online. As a Google App, you can sync it to your Drive. The basic version is free. My district purchased the Premium version to replace Publsiher when we became a GAFE district.
