neu.Annotate+ PDF is 3.99 and pretty easy to use. I got it when it was on Apps Gone Free so it didn't cost me anything.

One I recently tried is BaiBoard. Virtual whiteboard but can annotate PDFs on iPad and send as an attachment or save to Google Drive.
