As you mention below, I believe when you upload a video to Discover Video server, you have the option to set how many simultaneous viewers you can have. If you have one copy of a DVD, then you can set the software to one viewer so you can still be in compliance. Windsor has Discover Video (1 year) but we have not yet uploaded existing video content.

p.s there are other services out there, such a PLEX media server:
"Plex allows you to aggregate all your personal media and access it anywhere you go. Enjoy your own media on all your devices with the Plex Media Server."  I contacted them and received this response:
"we have many schools using Plex!. The only thing that you need to be clear on is that we don't know what you will be storing/streaming -- so, it is up to you to make sure have the rights to do so (being a library, though, my guess is that you have a pretty good idea what rights you have!)."
