The CONNECTICUT LIBRARY ASSOCIATION's Legislative Committee will hold its next meeting on Tuesday, December 4, at 2:00 PM, at the Middletown Library Servce Center in Middletown. For directions go to: http://www.cslib.org/facmlsc.htm. We've appended below the approved minutes of our September 20, 2007 meeting. We'll distribute the minutes of our October 23 meeting after they're approved at next week's meeting.
In the meantime, we're happy to announce that thanks to our committee member Suzanne Maryeski of the Farmington Library, we've scheduled the second biennial CLA legislative breakfast reception to be held at the Legislative Office Building in Hartford on Wednesday, March 5, 2008, from 8:00 to 9:30 AM. This will be held in alternate years with CLA's potluck supper, which we did in 2007 and won't do again until 2009. More details about the breakfast will follow, but we wanted members of CLA, ACLB, and FOCL to get it on your calendars ASAP.

LEGISLATIVE COMMITTEE MEETING MINUTES
SEPTEMBER 20, 2007 MIDDLETOWN LIBRARY SERVICE CENTER
Present: Carl Antonucci (CLA), Sharon Brettschneider (CSL), Betsy Bray (Region 2), Barbara Bryan (ACLB), Peter Ciparelli (co-chair), Mary Etter (at-large), Suzanne Maryeski (at-large), Mike Moran (co-chair), Ken Wiggin (CSL), Barry Williams (CLA),

A. The meeting was called to order at 2:10 P.M.
B. Minutes from the August 15, 2007 meeting were approved as corrected
C. Business:
1. Legislative Update
Sharon reported on the Bonding Package Bill before the legislature, which was debating it as we met. The bill did include an additional 5 million dollars each for "distressed" and "non-distressed" cities, and it did recommend increasing the per library allowance to one million per grant instead of five hundred thousand dollars. Barry feels that the package should go forward through both houses of the legislature. He doesn't know how Governor Rell will react to the bill, however. Mike said that the committee would await the governor's signature or the lack of it before we decide on how to address this issue in the forthcoming CLA Legislative Agenda.
2. Legislators To Honor This Year
Mike discussed with the committee the list of legislators and sites for the upcoming receptions. Those sites being considered include: Capitol Community College in Hartford, the Edith Wheeler Memorial Library in Monroe, the Salem Public Library, and the Bristol Public Library. Chris Bradley will be the "point person" for the coordination of the receptions and the sites. Arrangements will hopefully be in place by tomorrow (Friday) with October as the month for the receptions.
3. CLA Legislative Agenda for Next Year
Mike reported that he is waiting for updated wording from Sharon (iCONN) and Chris B. (CLC). We also are awaiting the outcome of the Bonding Session (see Legislative Update). The Connecticard wording will be slightly updated for this session and the Confidentiality Statute will have a recommendation that will extend to academic libraries. Other issues that we are monitoring will also be updated (Urban Libraries and Library Education).
4. Legislative Breakfast Reception 2008
Suzanne Maryeski has graciously agreed to co-chair this event, which was so successful in 2006. The committee and Suzanne will entertain any suggestions for a co-chair. Possible dates for the event are either early or middle February or March in 2008. Wednesdays are the preferred day of the week for the breakfast.

There was no other business.
D. Date of Next Meeting
The next meeting will be held on Tuesday, October 23rd at 2 PM in the Middletown Library Service Center.
E. Adjournment
The meeting was adjourned at 2:55 PM.
