[Conntech] Fines & Fees

Up here in Hampton, NH we have stopped collecting fines.  We have a 
box set out for contributions.  When a patron returns an item that is 
overdue, we do not record fines.  We tell them that there are no 
fines, but that they may make a contribution in the box.

I don't think that the amounts have quite reached the same amounts 
that we would have collected in fines, but it is going up.  It also 
contributes to increased patron good will.

On the other hand, if an item is overdue and there is a hold on it, 
we call the patron who is keeping it out daily until it comes 
back.  This gets items back sooner than if we just mailed out a 
notice weekly about it being overdue.
