[Conntech] printing and copying fees

Portland is examining the fees we charge for printing computer generated
documents, 
and we wonder what others are doing.
Currently we are allowing 5 free pages from the Internet, and 10 cents per
page for additonal printouts.
For our public copier, we charge 15 cents for Black & White copies and $1.00
for color, and genreally allow cost-free copying of  reference materials.
Could you share any thoughts on making things more equitable, while not
causing hardship to those users
who need to print out online information?
