We also use a system similar to the one below. We purchased a sturdy
lockable file cabinet that has drawers just the right size for the CD
envelopes, although it would also fit the slim plastic cases well. We
have about 500 CDs/DVDs that we keep in the cabinet in the paper CD
envelopes with the call number, title and an indication if there is a
set with multiple disks (i.e. #1 of 6 CDs). It takes a little time but
our CDs/DVDs are much safer than they were on the shelves. We are only
using a small portion of the cabinet so far. We do lock the cabinet when
we leave for the day.

For years we kept the DVDs behind our circ desk, but we are running out
of room, so we decided to move them into the stacks. The locking cases
were too expensive for us (we found them to be around $3 each, and we
have almost 2,000 DVDs--and counting). So, we are moving the cases into
the stacks, but we're keeping the actual discs behind the circ desk.
Each disc is in its own paper sleeve (from DEMCO, maybe 30 cents each?)
and from Millenium we ran labels bearing the item's call #, title and
barcode. They are filed by call # in drawers. When the patron brings the
DVD case to the desk, we'll find the disc and pop it into its case,
leaving the paper sleeve in its place in the drawer.
