You can fly over the Canadian border if you are orbiting Niagara 
Falls.  I'm not qualified to talk about current procedures, but when 
I lived up in Buffalo in the late 80's, there were specific FARs for 
flying around the falls area that involved being at certain altitudes 
depending on the number of engines you had, flying only clockwise 
patterns, staying within certain landmarks, etc.  But you were 
basically over Canadian airspace half the time.  The only thing that 
would get you in instant trouble would be if you were to suddenly 
veer off and head into Canada without being in contact with ATC.  I 
got some awesome shots of the falls while doing steep turns.

It could also get exciting if the ANG scrambled their F-15s from 
Niagara Falls airport toward the west.  You wouldn't hear their 
afterburners until seconds after your eyes registered what you were 
seeing... basically a couple of very fast moving machines headed more 
or less straight up, followed by a lung-shaking roar.
