[MCOH-EH] Random Urine Drug Screens in Healthcare Facilities

I'm in a private community hospital in North Carolina and my senior leadership team wants to implement a random urine drug testing program.  We currently do pre-employment testing, fitness for duty testing, and post injury testing. We have computer software to pull a certain percentage of employee names periodically for testing. 
 
I'm looking for information on what percentage of employees to test and how often, for example, every month, every quarter, etc. for "company policy non-regulated testing". I've called SAMSHA and our MRO and there seems to be no standard for the healthcare industry. The MRO suggested following the federal guidelines of 25% annually.
 
I would very much appreciate anyone who's willing to share the specifics of their program, particularly hospitals in North Carolina, or provide guidance on how to determine the percentage of employees we should test and how often.
