[MCOH-EH] "direct patient contact" status

We found it easier to be very black and white in how we address surveillance. For anyone in patient care areas which includes nurses stations, all surveillance is required.  If they are offsite and not on the hospital footprint, they are exempt from annual surveillance. We use the definition of HCP from the  

CDC Guidance for Evaluating Health-Care Personnel for Hepatitis B Virus Protection and for Administering Postexposure Management
Recommendations and Reports
December 20, 2013 / 62(RR10);1-19
And 
CDC. Immunization of health-care personnel: recommendations of the Advisory Committee on Immunization Practices (ACIP). MMWR 2011;60(No. RR-7).

"HCPs are defined as all paid and unpaid persons providing health care, or working or training in health-care settings, who have reasonably anticipated risks for exposure to infectious materials, including blood or body fluids, contaminated medical supplies and equipment, or contaminated environmental surfaces. HCP might include but are not limited to physicians, nurses, nursing assistants, nurse practitioners, physician assistants, therapists, technicians, emergency medical services personnel, dental personnel, pharmacists, laboratory personnel, autopsy personnel, health-care students and trainees, contractual staff not employed by the health-care facility, and persons not directly involved in patient care but with potential exposure to infectious agents that can be transmitted between patients and HCP (e.g., housekeeping, laundry, security, maintenance, and volunteers)."

Very interesting question.  From an onboarding and surveillance perspective we should treat them all the same.  But alas, we don't in reality.  We are looking to move to a different funding model for our campus populations as we currently cross charge and so different departments and PIs have different ability to pay for need services in the current model.

Question about research and/or university settings.  How do you all categorize your employees who work with human research subjects?  Do you consider them to have "direct patient contact" and provide them the same services you do for healthcare workers (i.e. RNs, MDs, MAs etc)?  We are trying to distinguish this population type.
