We do the same at UMass and perform paper medical clearance except when there are red flags on the medical questionnaire. We keep the records in EHS.
Not sure if it is a Joint Commission standard but medical records for employee or volunteer should be protected.

In many areas of the hospitals volunteers are replacing paid employees in some functions and the same risks apply.
