I'm in employee health and occupational medicine in a 400 bed community hospital in North Carolina.
"Legal" has requested full access to employee health charts prior to any regulatory survey for any compliance and/or workers' comp related issues. I'm trying to make a decision whether to allow the hospital's legal department to be the custodian of employee health records. Doesn't the hospital own the records and have access to the entire chart?

Are there any documents to reference other than the 11/16/2012 ACOEM statement, "Confidentiality of Medical Information in the Workplace"?
