I am just thinking outside the box....if your onboarding sites are 30+ miles away, is it possible to schedules and send a nurse practitioner to these sites and complete the majority of the onboarding for the new employees?  (blood draw for QFT, titers, biometrics;   vision, vital signs, and review of medical history). 
The only thing on your list you may need to contract out would be drug testing if you did not have appropriate drug testing facilities at the off-sites. I mention this because as an NP and a COHN-S, I have completed all these tasks off-site from a central occupational/employee health center location and most equipment is portable.
