AOHP just published a report on  Employee/ Occ Health Staffing that I think you will find helpful.

 

I have one FT RN, one prn RN that works no more than one day per week and .5 FTE for an admin assistant.  I have 1030 employees at my facility and feel quite lean on my bench!
