But the bad news I wanted to let you know this morning is that there are no additional bonding funds for public library construction in the Governor's budget. I thought others may have the same questions. As of now, any funds we previously have been allocated for the public library construction grant program are fine. We have quite a few grants that have been passed by the State Library Board and are waiting for approval from the State Bond Commission. They may be delayed getting on the Commission agenda but at this point we continue to request them. In addition, all our available bond funds were not awarded this year. We presently have $1,319,562 still available for non-distressed municipalities and $6,34,944 still available for distressed municipalities. It is our current plan to proceed with the award process for next November to allocate these funds even if no additional funds are made available. For instance, please include the following: February is American Heart Month Heart disease isn't just a man's disease. Coronary Heart Disease, which causes heart attack, is the leading cause of death for American women. Nearly twice as many women in the United States die of heart disease, stroke and other cardiovascular diseases than from all forms of cancer, including breast cancer. Go Red for Women is an educational campaign that encourages women to love their heart and take charge of their health by lowering their risk factors for heart disease. Many of us joined together with thousands of women and men, companies and organizations, and cities across America last Friday, February 6th, in observing National Wear Red Day to help the American Heart Association support ongoing research and education about women and heart disease. Bonding funds have also not been appropriated yet, and state construction funds are at zero for next year. Building jobs are a big part of putting people to work in this state....   Many municipal decision makers are looking at library budget lines to cut. Friends groups and Endowment Funds may see tough times, too.  People give less and  Wall Street's plunge hit library investments, too.   So, TRIPLE cuts may be what many Libraries will face this year. During cuts of this depth, libraries can still turn to...State Library Service Centers.   State Service Centers  provide us computer labs,  and a place for classes in up to date technology, professional consulting on children's services, how to do space planning,  write construction grants, consider LSTA grants, & ADA information. We need to keep  ICONN, but we also need  a space for  the workers who administrate these services. As with many library services invisible to our public, it looks so easy to have those databases just up there on our web sites.    The Library resources at the centers are the best place to turn to regionally -- to share story time kits--- as well as professional development materials and resources  -- many of the items that  go out of our local budgets first when our own budgets are cut.    Similar to our own public branches, we have fought to keep these service centers open many times, and we have always won.     Does anyone else remember how we all needed to start our own ILS (Integrated Library  System) due to a previous state budget dip? It happened  just before the "first computer system module" plug was to be installed at the Middlesex Library Service Center over 20 years ago.     We should all ask ourselves how practical is it to closes these centers, and how much money will it actually save? Willimantic still has a lease until 2011 without an option out of that lease.   Middletown's Center  was finally been purchased by the State. The spot costs little to operate, but is conveniently located in the center of CT. It is  filled with resources for our use. Both centers havecomputer labs for continuing education,  and valuable state workers who assist us or consult  with us for free. Both centers are also included in the "federal maintenance of effort" required for the Annual Grant from the Fed. Institute of Museum and Libraries Services. What budget money is "set aside" this year to close them? None.   PLEASE WRITE YOUR  LEGISLATOR TODAY in favor of all services the state offers to us for free... We all know... it's  easy to cut, but not so easy to restore services to Libraries.  Yes, we ALL need CLC, ICONN. No doubt, but we should be able to use these center spaces more in tough economic times too. Just as the public turns  to our local services. Of the 75 people who responded to the survey, the majority were from public libraries. Respondents were about evenly split between directors, department heads, and librarians, with a handful of systems librarians and library assistants thrown in. 44% have from 6 to 10 subscription databases in addition to the databases they have access to through iCONN. 79.7% are required to regularly track and report database usage statistics. About half have some kind of mechanism for measuring website usage, and half do not. 58.3% track and report website usage statistics. The comments, of course, provided the most information. The main issue with reporting website usage and database usage is establishing clear and consistent standards; otherwise we're comparing apples and oranges. That's not to stop individual libraries from tracking usage for their own internal use, but at least one respondent said that even that was difficult to do consistently. Each database vendor may provide slightly different usage statistics, making it difficult to do a side-by-side comparison of two different databases, and not all vendors provide an interface for easily downloading statistics to a usable format. So the big hurdle seems to be deciding on a standard set of measurements, and then getting the vendors to conform to it, or to at least give us access to the raw data in a format that we can use. We have a little more control over collecting website statistics. We could all agree to use Google Analytics, and then we'd have comparable data. (Wouldn't Google love that?) But some respondents pointed out that not all libraries have that kind of control over their websites; some are hosted by the town, for example, and the town decides what statistics, if any, will be collected. So consistency among libraries may be hard to achieve but internal consistency should be pretty straighforward if we collect the same statistics every month, even if they're not exactly the "right" statistics. (I note that libraries don't all track reference transactions exactly the same way, but we still think it's meaningful to report them in the state statistics every year.) Some of the comments mentioned counting and reporting public computer usage. I suspect most CT libraries are already doing this, and it's just a matter of rolling those numbers into the statewide statistics. Counting person-hours of computer use seems pretty straightforward to me, much easier than counting database use. I have a personal interest in seeing website use treated as a measurable library service. One of my responsibilities at Cheshire is keeping the website current, and I know how time-consuming it can be. It would be nice to be able to justify that time with some numbers that represent the value that our constituents attach to it. If I missed someone, forgive me! There were many responses and I thank everyone for being so helpful. I have learned about companies I didn’t know existed, and I had no idea that DEMCO provided this service. I was not looking to replace EBSCO but the last few months we have had problems with them and our Time Magazine subscription. I also learned that Carole has retired from EBSCO (how can that be?). I informed the new sales rep (it took two people to replace her!) of my concerns about EBSCO. I haven’t heard back yet nor has the problem been fixed. We are in the middle of a Friends’ fund raising campaign for our magazines called “Love your Library.” Donations pay for about ½ of our 86 subscriptions and the Town budget pays the other half. Therefore, when it is time I will definitely send the list out to the other companies. I also liked the idea of advertising the magazines that we have! Thanks again for being so helpful! We too had been using EBSCO, however, their customer service was pretty awful and going even more downhill. I contacted Cox, and they gave me a quote for the same subscriptions that was several hundred dollars less than EBSCO. I spoke to the person who handles the periodicals here in Tolland, and she has told me that she is not impressed with Cox's response time when she has a problem. They have an online claiming service, but the reply is generated automatically, and she has had to call them several times to find out the status of claims. We just do not have the time to be trying to contact them several times. For what it is worth, I do not think they are any worse that EBSCO, but on the other hand, not significantly better either. Though they handled magazines well, I feel that the emphasis of that company is now to sell databases. Cox focuses on magazines only. When I asked for quotes, I asked for quotes from both Cox and Ebsco. Ebsco did not follow through completely. (If you don’t follow through completely in the quoting part of doing business, what about in the actual transacting business?) Frankly, I wouldn’t go back to EBSCO. I think they have changed the focus of their business. They do a good business if you are looking to subscribe to electronic databases, but that is not my focus for a magazine vendor. I faxed them our order and they gave me a price however they skipped one page of what I sent them and we had to reorder it all. I am now back at EBSCO and we have all learned a lesson and I will not be "going out to bid" ever. I think Cox would be just as good however the switch to a new company takes time and lost issues if you want to put up with that. Inspired at an early age by the suffragist movement, Earhart identified with the generation of "the New Women" who had won the right to vote in 1920.
