[CASL-L] unblocking websites protocol

Does anyone have any protocol for unblocking websites in your district?  The media specialists will all have this privilege next year, but the administration believes that there should be some protocol in place for them in making the decision.  Other than common sense and our expertise in evaluating websites, do any of you have any suggestions?
