The elementary librarians in my district prepare bibliographies each year, 
identifying what they believe are the best books of the preceding year for 
different literary genre and different literary elements (including setting, 
plot, theme, character, point of view).  They select 2 books for K-2 (picture 
books), and 2 each for grades 3-4 and 5-6, and many of these books are 
integrated into their instruction with students, when teaching genre or 
elements.  That keeps the curriculum fresh with infusions of new titles.  These 
annotated bibs are available on our website here:

We have just started the bibs for the 2012-13 school year—and these bibs will 
include only books published in 2012.  The bibs will be uploaded between now and 
April.  The bibs from preceding years are also available on the website.
 
Note:  There are 19 elementary librarians in our district, and each selects a 
different topic (genre, element, or some other collection development area) each 
year to research, prepare and share.  Most of the librarians will purchase all 
of the books recommended by their colleagues on these bibliographies.
