[CASL-L] GOV. MALLOY SIGNS BILL CREATING STATE-WIDE ELECTRONIC BOOK DELIVERY SYSTEM

The announcement is very unclear to me.  The state will be *developing* a
distribution system?  Distribution systems already exist.  The cost
impediment had mostly to do with publishers' control over their content.
 We can't change the publishers' requirements.

I'd love to hear that we'll have a robust state ebook library - but I'm
unclear of what exactly the state is proposing that they will do.
