[CASL-L] Holding report cards

[Erin Baynes]

Hello,
Is it legal in CT to hold a child's report card because they haven't
returned or paid for their library books? I was told when I was in MA that
it was no longer legal to do so, but I was wondering what the case was here
in CT.
