[CASL-L] Holding report cards

We used to hold report cards for the same reason but several years ago we were told we could no longer do that. I don’t know if it is state law or not but our district made that decision at least at the elementary level. I don’t know about the middle and high school.

Hello,
Is it legal in CT to hold a child's report card because they haven't returned or paid for their library books? I was told when I was in MA that it was no longer legal to do so, but I was wondering what the case was here in CT.
