[CASL-L] Program to create Illuminated manuscript

Does anyone know of a free website or Google extension that would be good for making an illuminated manuscript? A teacher has been studying the origins of Islam with students and wants them to put their research into a more graphic/visual format and thought this traditional manuscript style would be interesting. I was thinking Canva, except I don't think they have a booklet template. I would appreciate any suggestions!
