Vetting and approval may happen at the school or building level and should take into account considerations such as whether the software is instructionally sound and grade appropriate, if the district already uses and pays for software that addresses the same need(s), etc. Ideally this is a discussion that includes educators, library media specialists, curriculum, and administration.
With all that said, I have attached a sample workflow I have shared in presentations on data privacy.
