[CASL-L] SMS listing in CT

I added a category for Regional High Schools.  I work for Region 19 - EO
Smith High School - and wanted to add myself.  But I can't add it in under
sending towns as I want to leave that space for those specific towns and
their LMS.

So regional districts - add yours at the bottom!
