[CASL-L] public library cards for ResearchIT CT

I tried to have my public library come in as well, but the issue, for them,
was that parents needed to sign the application if students were not yet
18.  It was a major headache.  We scanned the public library application
and had teachers of freshmen post on Google classroom, asking students to
have parents sign and then return to us.  It was like pulling teeth.  I
would try one of the other options listed here!  -Barb
