BrainPOP can be contacted to request free access--they have BrainPOP ELL which has a placement test and different levels 1-3.

It looks like the Cheshire Public Library offers Mango Languages as one of their databases. English is one of the languages offered on that platform. 
Duolingo and Babbel are supposed to be good language apps as well.
