[CASL-L] Is Scratch Compliant?

While they have NOT signed onto the CT Software Hub, they WILL sign your
District's agreement. Remember the waiver to defer to the CT agreement is
ending, soon. You should be getting agreements signed.
Colchester allows us to use scratch with pseudonyms which then doesn't need
a privacy agreement.
