[CASL-L] Hoopla Digital

Hello,
I'm wondering if any district will allow teachers to download Hoopla
Digital on their school issued I-pads.

Here is my situation:
I have students in a book club (4th grade) who are reading below grade
level and would benefit from an audiobook. The audiobook is readily
available on Hoopla. I have a public library issued school library card (it
contains no student information.. it is our school name, address, phone
number, and my email). (These students do not have a 504, IEP thus I have
been told Learning Ally is not an option.) I can access Hoopla through web
browsers in district, but the audiobooks only play on the mobile
application.

My district will not allow me to download Hoopla Digital to my library
issued I-pad (not a student device). They are citing that Hoopla is not on
the LEARN platform and are not compliant and are citing student data
privacy.

Has anyone else come across this issue?
