We just brought our public librarians in to meet the freshmen. Every student either brought in a library card or completed a library card application form. Our public librarians agreed that attendance at our local, public high school constituted proof of residence so students didn't need to present any additional information.

Once they all had a card, I had students create a google drive document where they recorded their library card number so they couldn't lose it and would always have access at home.
