An alternative point of view:  
From what I understand, the key is not "is there a detectable amount of virus" but "is the virus that remains in a transmissable form?"  Some studies find remnants, little bits of RNA, but that doesn't mean it is cohesive, intact, and capable of causing infection.  Kind of like finding a spider's leg - sure it's from a spider, but can it bite you?   Touching surfaces is the lowest risk; the higher risk is breathing the air, even with masks on.   I am less worried about books, than I am about the number of (masked) staff who parade in and out of the library to use the copier and chat with each other, at closer than 6 ft, children whose masks fall down, and the fact that to hear quiet children speak, I have to get very close to them.  I don't have room to leave books flat. They will be in piles for 3 days, and then reshelved.  Students will use hand sanitizer before and after book browsing, and staff will wash hands after handling books.  The one good thing I can say about the masks is they do keep your hands off your face!
