I know they made changes at the admin level in Google in my district so kids could not start a Meet. They also removed the option for students to join by phone (we are 1:1) as that is how some students were using a code sent by friend and disrupting other classes. Our tech team did say it was important for the teacher to make sure all students had left the meet before the teacher closed out (or kids could remain in after teacher left).

Correct me if I am wrong, but I believe now that the Meet link in the Google Classroom header is only active when the teacher enters the room. If the teacher isn't in the room, the student should get this message. It might be a setting at the district level.
