Recently I've used "Choice Limit, Choice Limiter Choice Eliminator 2" add on in Google Forms.  It allows you to set a limit for each multiple choice question.

We do this for our Summer Reading Book clubs each year.  We limit groups to about 25 and use a Google Add on "Form Limiter".  There have been a few that we have used because some were no longer working, but it definitely does the trick!

Our technology interventionist has tried to use the extension "Google Form Grouping" but has had limited success.
