I am trying to figure out how to work with our public library to get them a Hoopla Subscription (maybe split the cost with an education grant). Simultaneous users for all items and they have most of the books our teachers use in audio and/or ebook format, plus a great selection of books generally, and TV shows and some streaming movies. All students need is a public library card. The wait on Libby for so many items is too long.

Sorry - just seeing this - there are different lending models on Overdrive/Sora - they offer "book club" models where an entire class or classes can be reading the same book at the same time. Not every book is offered with this model, though. Other models offered - OC/OU, or metered access.

What is the easiest, least number of clicks, way to get audio books to students?
This is for a group of very reluctant readers who will stop at any speed bump presented.
I'm thinking Libby, but even that might be asking too much.
