My school also has 15 loaners- no chargers for loan. We will loan out no matter time of day until we run out- which hasn't happened yet in 3 years.
We do keep a spreadsheet record of how many times students borrow and once they hit 5 for the school year- they are no longer allowed to borrow one.
They must get through class/ the day without a chromebook.
If a student's chromebook is broken/being fixed and they need a loaner, that doesn't count towards their 5 borrows.
We also encourage parents to drop off forgotten chromebooks, and we send periodic emails home if they are a repeat offender.
Here's my email:

Hi Students,

You are receiving this email because you have borrowed a loaner chromebook THREE times this school year.  

As a reminder, once you have borrowed five times, you are no longer able to borrow one from the media center; this follows the ER9 Device policy found here: er9 Device policy

If you don't need to use your chromebook at home, we suggest leaving it in your backpack and if it needs to charge, just bring your backpack over to the outlet and plug it in!

This seems to help a lot of students remember!

Parents can also drop off forgotten chromebooks at school to the main office.

Hey All,

We do loaner laptops in the library. We have 15 daily loaners for student use. If you're a school with loaners - who do you handle late students who don't have their laptop? We cut off students after 2nd period, but that's because they didn't come in earlier. But if a kid has an appointment, do you still lend them for the duration of school? Thanks.
