[MCOH-EH] "Half Strength" PPD?

I'm crossposting with MCOH and OEM-L.
I am reviewing our TB surveillance program policies that I inherited when I came on board here. The current policy, I discovered, states that for persons with a history of a positive PPD in the past but no documentation, or for those with a history of BCG immunization, that they be administered 2.5 TU rather than 5.
Apparently "it's always been done that way" but I am at a loss to find any guidance that supports this. Any insight appreciated.
I'm also on a quest to review the literature on adverse reactions to tuberculin. Seems like there are a lot of "urban myths" that need to be dispelled. If anyone's assembled a bibliography that could save me some time, that they'd be kind to share, it would be a huge favor.
