Perhaps give them an appointment for their second test and if missed, contact their supervisor and them to ensure they return?

I am new in the Employee Health position. I am looking for suggestions to improve the 2step TST compliance. Currently New hires are screened and the first step test is given with instruction to return following orientation for 2nd step. This process does not seem efficient as I am constantly chasing down employees for their 2nd step! Any help would be appreciated.
