John, I'd advise you to take stock of all the contracts/agencies you may use for clinical staff. All of the contracts should have language that require folks meet your hospital's requirements. It is certainly advantageous from a resource perspective to house the original records and the responsibility for verification within the agency. (Since they will need the same documentation for future assignments at other hospitals, it's also to their advantage.)

That said, the agency may or may not have the internal expertise to do that (or to do it well). If you have a small number of agencies that you work with, it may be worth your effort to collaborate and have your nurses train their agency staff. If you have agencies that you only obtain a small number of staff from, you may decide it's worth your effort to internally vet those.

Does your organization require actual immunization records and/or titers, drug screens, TSTs/IGRAs, etc.,  from contract clinical staff?  Or, will you accept an attestation from the staffing agency that the individual being placed meets the hospital's requirements and that actual records are available for audit?
