[MCOH-EH] Chest X-RAYs on Immigrant patients without documented PPD status

Dear all:
   Is it OK for an employer to request a chest x-ray on prospective employees without having proof of a positive PPD or Quantiferon, merely based on the fact that employee is from a country that has BCG as one of their standard childhood immunizations?
  Most of these employees are women in childbearing age and  interestingly they had CXR in their country as part of their immigration clearance but no PPD!!!
