If the employees left prior to the mandate going into effect then they are being paid however they were going to be. Some were on vacation , some for work or study
As of February 1 after everyone was notified they will only receive whatever they can receive with vacation or loa. 
We have providers that are our employees and others that work within the system but are paid through a different organization 
It was an HR decision how the pay/ vacation time off is being managed
Some people furloughed can work remotely. 
An issue that has come up is when one our employees have been in China and they return and are furloughed and their partner, room mate, spouse work here but haven’t been to China
Those individuals are being furloughed concurrently. 
That is being determined by our IC team. They are sighting a Nejm article last week about a Munich individual developing infection from an asymptomatic individual
