[MCOH-EH] BBP exposures after hours

We built the consent into our our admission process. Every patient that
comes in is asked "In the event that a health care worker has a
needlestick or other exposure to your blood or body fluid, do you
consent to testing..." This way if it is someone under anesthesia etc.,
we can initiate the process.
