[MCOH-EH] Facial hair and respirators

Our employees with facial hair use a PAPR unless it's a goatee or
something that doesn't interfere with the seal and fit of respirator.
Most manufacturer's recommendations will address this as well
(indicating they don't recommend use with facial hair). For those with
stubble, a true test of their protection would be if they can pass the
fit test.
