[MCOH-EH] States requiring annual TB testing?

CA allows for a program flex for Title 22. https://www.cdph.ca.gov/Programs/CHCQ/LCP/Pages/AFL-19-28.aspx
However, Cal OSHA ATD requires TB testing to be offered.  We have a program flex and offer testing annually.  About 20% opt-in to testing.
