Subject: Bill Introduced into the Iowa House HF297
Hello all,
I just want to alert you to a bill introduced into the Iowa House. It will require informed consent for vaccines. The consents requires two additional documents be provided to patients or their parent/guardian. The manufactures insert and the excipients
for that vaccine ( see attached table).
This is very concerning. In my opinion providing the excipients and manufacture’s Insert to all parents will only promote confusion about vaccines and hurt vaccination efforts. I am guessing that bill was proposed
by someone within the anti-vax community and is potentially harmful to our state’s public health. This is especially concerning in light of the current Measles outbreak in the Northwest.

Subject: RE: Response on bill HF297
Hi Deb,
Thank you so much for allowing me to respond to this proposed bill.
I think the proposed bill’s new section for informed consent is redundant to Federal Regs and adds undue burden to include the manufacture’s insert and the CDC’s Vaccine Excipient
& Media Summary. I found the Vaccine Excipient Media Summary and it is attached. It includes all chemicals in every vaccine. In my opinion providing this sheet to all parents will only promote confusion about vaccines
and hurt vaccination efforts. I am guessing that bill was proposed by someone within the anti-vax community and is potentially harmful to our state’s public health. This is especially concerning in light of the current Measles outbreak in the Northwest.
Additionally Current federal law requires providing a Vaccine Information Sheet (VIS) published by the CDC. The VIS includes the number to call for adverse events and other science based information. It is
written in layman’s terms and
The CDC’s web page (
https://www.cdc.gov/vaccines/hcp/vis/about/required-use-instructions.html ) includes this statement.
1.
As required under the National Childhood Vaccine Injury Act (42 U.S.C. §300aa-26), all health care providers in the United States who administer,
to any child or adult, any of the following vaccines – diphtheria, tetanus, pertussis, measles, mumps, rubella, polio, hepatitis A, hepatitis B,
Haemophilus influenzae type b (Hib), influenza, pneumococcal conjugate, meningococcal, rotavirus,
human papillomavirus (HPV), or varicella (chickenpox) – shall, prior to administration of each dose of the vaccine, provide a copy to keep of the relevant current edition vaccine information materials that have been produced by the Centers for Disease Control
and Prevention (CDC):
o
to the parent or legal representative1
of any child to whom the provider intends to administer such vaccine, or
o
to any adult2
to whom the provider intends to administer such vaccine
This Iowa law will require:
The benefits and risks of the vaccine.
7 2. The vaccine manufacturer’s product insert. 8 3. The centers for disease control and prevention of the
9 United States department of health and human services excipient
10 and media summary for the vaccine. 11 4. How to report a vaccine-adverse event
