At our vaccination sites we are doing drive through and have separated an area of the parking lot where people sit for 15 or 30 minutes, depending on risk. Post it notes are affixed to the windshield at the time of immunization which indicate
when the clock started, and a different color post it note is used for 30 minutes vs 15. We have staff monitoring the observation area and instruct the vacinee to honk the horn if they need help. They are also told to keep all windows open and the doors unlocked.
The weather here in Phoenix, not unlike that in Charleston, allows us to do this without problem.

I’ve heard from our operations people that our immunization administration through-put has been throttled by the 15 minute observation time.
Specifically, the rate limiting step is clearing space for those who are being observed post-administration for that 15 minute period.
