The CMS omnibus rule has language that allows for WHO approved vaccines in use in other countries (https://www.federalregister.gov/documents/2021/11/05/2021-23831/medicare-and-medicaid-programs-omnibus-covid-19-health-care-staff-vaccination printed page 61564):

 

Accordingly, staff

may be considered compliant with the

requirements within this regulation if

they have received any combination of

two doses of a vaccine licensed or

authorized by the FDA or listed on the

WHO emergency use list as part of a

two-dose series
