I started a longer reply but yes is the right answer in my view. There are non-drug and alcohol causes of impairment that should be explored too.

When investigating a potential diversion of a schedule 1 drug do you all include a multiple panel UDS for legal and illegal drugs, or just test for the drug being investigated?
