For iPads, the students would have to know the User Name/Password of the iTunes account associated to purchase anything or even download free apps. However, if you still want to remove the temptation:
Settings>>Restrictions>>Enable Restrictions(user passcode)>>Allow: Installing Apps OFF, Deleting Apps OFF>>Allow Changes: Accounts Don’t Allow Changes
We don't use Kindles. However, when we looked this issue if we did buy them we thought we would just turn off wifi access. However, you need to get advise from someone with more experience.

We are in the process of allowing students to check out a Kindle/IPAD from the library. Has anyone found a way to block students/teachers from making purchases on either device? I contacted amazon on the kindle and they said it wasn't possible, thought I'd check with the real experts though.
