[CASL-L] copyright violations

Does anyone work in a school where copyright violations are *not* rampant?
Things like:

   - Teachers digitizing DVD's and putting them in Google Drive.
   - Scanning whole textbooks and putting them in Schoology.
   - Showing content illegally uploaded (by someone else) on YouTube.
   - Making 20 additional photocopies of a whole novel when they are one
   class set short.
   - Clubs showing movies as a fundraiser.

Things like this.  Does this happen everywhere?  I've gotten nowhere with
promoting ethical use of content.  It's a constant losing battle where I
end up feeling like the villain.  Is this normal?  Are all schools like
this?
