CECA Board members,

Please see the attached and note below, on its way to districts and other
leadership groups (CAPSS, CAS, CABE, etc.) this morning.

Best,

Doug

------------------------------

Good morning,

I am pleased to announce this morning that Google has issued an addendum to
its GSuite for Education Online Agreement that brings the company into
compliance with Connecticut’s student data privacy law
<https://www.cga.ct.gov/current/pub/chap_170.htm#sec_10-234aa>.

*IMPORTANT*: Because the law governs contracts between boards of education
and operators, districts using the GSuite need to review and digitally sign
the addendum for it to take effect. Please see the message I am forwarding
from the Google Education team below with *specific next steps that
districts must follow to ensure compliance* with Connecticut law. There you
will find contact information if any questions arise.

The Commission for Educational Technology provides the Educational Software
Hub <http://connecticut.learnplatform.com/> to support district and
educational technology providers’ efforts to comply with the law. We have
also reached out directly to several prominent providers, including Google,
to help ensure their compliance. Today’s announcement follows more than a
year of close review and discussions among members of the Commission, the
Department of Administrative Services, and Google to bring about the
addendum. Please see the attached release for details as well as the
specific next steps for districts below.

Warm regards,

Doug

In conjunction with the Connecticut Commission for Educational Technology,
Google for Education has developed an amendment to the GSuite for Education
Online Agreement (click here to view language
<https://drive.google.com/file/d/1dek9XwapC0wnlVim2khYD_EwjZ5amuOZ/view?usp=sharing>)
that will provide school districts throughout the state with a mechanism
for compliance with PA 16-189/17-200. Google will provide each district
with the opportunity to accept the amendment through a click-through page,
in a similar fashion to how you initially accepted the GSuite for Education
agreement.

In order for Google to provide the amendment to the appropriate contact and
ensure the addendum is attached to the proper domain, we are asking that
you please fill out this Google Form
<https://docs.google.com/forms/d/10-IMAbEe_gohZWo9gQPj1sH2GJbjTjtRZtXH8B2r5R8/edit>
so that we have the correct contact to whom we can send the amendment.
Please note that the contact on the form must be someone from your district
who is legally empowered to accept the amendment on your district's behalf.

Once we receive the information for your district’s point of contact, that
individual will receive an e-mail from Google's contract management system
(MOCA), similar to this sample
<https://drive.google.com/file/d/1vD84MtbE4x1P4Dudf2kB0lninq7m3yQp/view?usp=sharing>.
Please make sure that your district contact clicks the link included in
that e-mail to review the addendum and click “Accept Amendment" at the
bottom of the page. We also strongly recommend that you print a copy of the
executed addendum (agreement) for internal record keeping.

Here is a quick rundown of the process and links:

   - District completes the Google Form
   <https://docs.google.com/forms/d/10-IMAbEe_gohZWo9gQPj1sH2GJbjTjtRZtXH8B2r5R8/edit>
to provide the contact information of the individual who will review and
   sign the addendum agreement
   - Google sends e-mail from MOCA with link to addendum agreement (see
   sample here
   <https://drive.google.com/file/d/1vD84MtbE4x1P4Dudf2kB0lninq7m3yQp/view>)
   - District reviews and accepts addendum agreement (see sample here
   <https://drive.google.com/file/d/1dek9XwapC0wnlVim2khYD_EwjZ5amuOZ/view>)
   - District prints and stores executed addendum

If you have any questions, please do not hesitate to reach out to Peter
Logli (peterlogli at google.com) or John Allen (johnallen at google.com) for
additional information.
